Lagos and Kano: The question of population might and neglect Print E-mail
Written by Aliyu Salisu Barau
Friday, 02 May 2008

This article is a disclaimer to a publication serialised in the Kaleidoscope column of The Guardian newspapers of Sunday, February 2008 and March 2, 2008. The title of the said article is, "Urbicide: Lagos and the Crisis of the Megacity" written by Samuel James. My diagnosis and prognosis of the publication reveal that it is a derivative of the author’s research findings: "Lagos, Nigeria –The Megacity Crises" submitted to the Institute of Global Leadership of the Tufts University. The article is riddled with signs of implosion that indicate that the author has not carried out adequate research on the crises of megacity in Lagos. The goal of this write-stuff is to flash the fault-lines in the Samuel James’s research and to as well flush its flaws and faultiness.

Direct Labour as the name implies, involves using own resources of materials, equipment and labour in the execution of engineering works as opposed to elements of overheads and profits. Direct labour method in engineering words is as old as the engineering profession, because contracting grew out of the need to attain higher standards of workmanship using specialists in each trade. Other reasons include the need for better managed construction, need for high quality finished products, need for timely completion of construction, better coordination and better possibility of being able to forecast construction period of each element and hence of a whole construction project more accurately.

As sanctioned by the law being an application of the common sense, nothing is more reasonable than such a rule.
